I have to admit that the layout is attractive. My question is whether or not they can actually make it work economically. China is known for big bold city planning - that lacks the actual people.
700K people in an area 4x central park. a typhoon hitting that would make a flood in Peking look like walk in park on a sunny day. Reverting to one of my very old past time, it would make it an A1 target for war planners. You could use 2k pounders and level it with almost no effort. [Don't get all upset, target analysis is something you never forget how to do and if you do it long enough, you tend to look at everything as a target to either take out or protect.]
Yep, this thing is at or near sea level, meaning that they are subject to everything from monsoon rains to typhoons to tsunamis - and there really isn't any safe ground to be had let alone a way to move 700K people if something did pop up.
