This is a good point, he has nothing to lose, and with Trump coming in, will try to do as much damage as possible on the way out.

Trump can probably nullify/reverse all the executive orders and regulations, but he can't do a thing about any pardons.
The only thing to stop O-racist is his perceived legacy of protecting criminals and traitors. So far he hasn't cared a bit about that. A Reichstag fire in his "presidential library" would be fitting except that true American patriots would probably be blamed by the biased media.

The only thing not reversible are the pardons. The remainder can be undone just as they were done -- with the stroke of a pen.

  I think this may help explain the Rience Priebus appointment. He needs someone who can tell him all the players, who has what debts to who, and where all the bodies are. He can also lead him through the legal maze and political limits of his power.
