The primary objective of politics is the acquisition of power. There are many paths to such power but all are based on the subjugation of the individual and the supremacy of the state. Wild life refuges and federal ownership of land are two such paths. there are many others.
But they're not useless! They're an important way for the Federal Government to control vast tracts of land (insert Monty Python joke) for no other purpose than to tell people how they can and can't exercise property rights and waste taxpayer moneys. [/sarcasm]
When you look at what's going on in the Bundy case you can see that the judge is denying them the right to mount their defense based on the property clause of the constitution. So, the judge is not allowing them any latitude to mount what the Bundys would consider a reasonable defence. So, this whole thing will go through decades of appeals, or until the Bundys run out of money.
Having worked for a special district in California, I know how that game is played. Our lawyers bankrupted several individuals who tried to sue the district and in the end the district was able to get a summary judgement due to a procedural error done by the plaintiff's hack shyster.
Unfortunate and very true. Of course the same thing happened in the original trial of the Oregonians whom the Bundy's went to protest with - their trial was a travesty of justice in many ways.
So wildlife refuges are short on federal government staffing? Big Brother, let the states handle what's in their states and please don't go away mad. Just go away.
One solution is to permit organizations like Ducks Unlimited to manage the wildlife refuges. Private groups with "enlightened self interest" have been highly effective with many species. You can't hunt when you've exterminated the game animals.
One of the prime methods of control that has been used by despotic governments is to control the food supply. The USSR used this in the Ukraine to effectively starve out the Ukrainians who were not sheepishly compliant. By taking large tracts of land the government takes it one step farther by controlling the means of food production. The government has taken large tracts of land that are not suited for food production and few have compalined. Now they are going after tracts that have some grazing value and few are complaining (see Red River, TX and Southern Nevada). They have made some overtures regarding small farmers in California using endangered species to control, or sieze land. This is one reason I believe that having more than three days of food in your house can get you on a watch list: you become more difficult to control. A large part of the population in Utah has substantially more than three days worth of food stocked away. It kind of explains why the feds would put a data fusion center here. Remember, you aren't really paranoid if, infact, they really are all out to get you.
Want it to change to smaller and less expensive? Vote libertarian.

And take the EPA with you.
