This is a good reason government cannot be trusted. They have hacking tools they hide, then when they lose them, they get all agog, as they have handed bad people what are basically nuclear weapons for computers. Now, bad guys can go around enhancing their hacking abilities on everyone else, and the government makes bigger and better ones, that they then can't seem to keep track of. Maybe it's just a secret jobs program for the software industry, now that MS is just going to use everyone's information and be a mini google.
