Maybe the license is needed only if you want to collect the bounty. I can see were there might be so many potential licensees that they'd have to have a lottery to see who gets them.

I'd rather do it for free. A license is just a tracking device...but I must be guaranteed that I can't be arrested and prosecuted for being a drone-ist.

  Nothing to stop you from taking a free shot, or two.

Do you get to keep that license? They've gotten pretty darn repressive there. But imagine, it will be akin to skeet shooting. :-)
