    Isn't it amazing, that the Government constantly complains about Social Security going broke, not having enough money, how SS is an entitlement, something we are FORCED to pay into on every paycheck. Yet we never hear about Welfare running out of money or going broke.

    The way I read it is that the city spends that amount, the homeless do not actually get the money.
    Who gets the money then? The usual: city employees, consultants, social service contractors and the like who have more votes and more influence than the homeless.
    So, there is always pressure to increase support and redefine the condition so as to produce higher numbers. Thus more jobs, more work, more overtime, better promotion prospects.
    By the way, that figure is stingy compared with what goes on in London.

    I lived in SF for 13 years and I do not believe that monetary claim for a second. Hell, if that was true then there would be no homeless people as that is more than enough to have some type of roof over one's head.
