if the disaster plan includes the hat, he might be forced to reveal trade secrets. Why the USDA? seems more of a FEMA thing. Maybe DHS or DHHS. Definitely not EPA or OSHA.but maybe FWS. I don't think the FBI unless their was foul play suspected in the disappearance of the rabbit during a disaster. but maybe the FDA? no probably not.
