Essentially, anyone who is not listed on the lease or is renting without a lease agreement. That being said, these "raids" are completely ridiculous. Police should be chasing criminals who infringe on other's rights and do things like rape, rob, kill, etc. I have a feeling this whole debacle will backfire.| Mark as read | Best of... | Permalink
