"The Environmental Protection Agency has been conducting dangerous experiments on humans over the past few years in order to justify more onerous clean air regulations.

"The agency conducted tests on people with health issues and the elderly, exposing them to high levels of potentially lethal pollutants, without disclosing the risks of cancer and death, according to a newly released government report."

There are products available that reduce diesel PM by 50% (proven in independent lab tests) that also reduce fuel use by 10%-15% in almost every diesel engine, busses, trucks, earth movers, trains.
Unfortunately, businesses are structured to limit access to decision makers, and middle managers are too afraid of losing their jobs to try such a product given that most similar products do not work or have detrimental side effects.
If a large elite firm owned it, then it would probably penetrate the market, but it's a small independent company with limited capital.
Taxpayers actually paid for the development in a US military project about 20 years ago.
