    Because it is set up merely to transfer wealth, not really to help people get back on their own feet. Thus, it really doesn't matter to whom it is going to, but it is a bit embarrassing that they got caught giving the money to someone "rich" instead of someone "poor." Either way, the bureaucracy is still fed, and that's really the point, isn't it?
