Now we know why Agent Gibbs works so late.
Kidding aside, this is just nuts. NCIS doesn't need that info on civilians. The local pokice might, just might need the info, but a national DB that has more records that people lining in this country? Not a change.

    They have spread these programs so widely throughout Federal Agencies, Dept's, States, and contractors that I doubt that anyone person or agency could find and identify all of them.

    What possible need or use could the Navy have for such information?
