    Two criteria. Too Big Too Fail meaning they can delivery lots of campaign contributions or recent immigrants taken care of by Small Business (Not for citizens) Administration in search of future contributions. The rest depends on more roundabout connections such as TBTF Corporations and Unions or lots of steady $$$ when visiting the Congressionals local office.

    Not anymore. If a businessman makes a mistake he gets a bailout, if he has the right connections.
