The citizens supported it by abandoning stores in Port Townsend and routinely shopping 25 miles away. This left Safeway and two other super markets and a lot of empty former businesses and one food co-op supported by hippies on welfare.

It's interesting how they said they're having trouble making the stores work in a denser urban environment, but Council member Evans explained that behind closed doors they said it was also local min wage, local medical leave rules, and local laws requiring min hours per week.
