Do they offer a lower charge as they cannot offer the usual level of service? In a free market a company would have that option, it may partly reduce the 'tax on the poor'.
Except you have to remember that most of the utility companies are mandated by law to provide service to anyone in a township. In a free society/market, the utility companies would simply say that due to criminal factors, they would discontinue service in that area.
