This is sad... but hilarious. What meaning does a petition have? It has only the meaning to which free speech pertains. Without free speech, what would be the point - or legality - of a petition?
Free speech is freedom of action in the public sphere. Speech, unlike physical force, does not impinge upon the body of the person afflicted.
"Freedom of speech" is a derivative right. It is a right based on the right to liberty, which is based on the right to life. Until the reduction is understood, our rights will remain on sinking ground.
