Don't the voters realize that they have an opportunity to do part of that now? The entire House of Representatives is up for election now. 1/3 of the senate is up for election now.
Vote them all out now and you've made a good start.
If you replace the house every election (every 2 years) and 1/3 of the Senate every election, it could really cause a wild ride for the politicians.
This will never happen I know, but I can dream.
