Voting down after voting up decrementing by two

If a a user downvotes after upvoting the post sore decrements by two. It should decrement by one.

    The decrement by 1 would return the comment to an "unvoted on" state with appropriate value.
    Would the user then be able to re-register their vote in either direction?
