The impetus to getting this passed is that:
"Over 130 developing nations led by South Africa and instigated by China and India are insisting that they will not sign a climate agreement in Paris unless it contains massive redistribution of wealth from developed to poor nations. Now they want the power to haul the U.S. and its allies before a UN Star Chamber to enforce compliance." (cfact.org)

Gail has some good observations, and seems to have been researching the subject for decades.

I am in favor of space exploration and of moving the United Nations. I propose that the UN do the next space travel, by moving the entire building and all the people in it to the planet Jupiter. It's big and bloated, and even has a Red Spot. It also has how many Moons? Ban Ki Moon would feel at home.

Wouldn't surprise me if the lame brain in the oval office agrees to this non-sense. Maybe the "un" should listen to the Russian climatologists who believe that we are moving towards a new ice age that will be felt between 2030 and 2040. Go back to the old League of Nations buildings in Geneva, and don't let the door hit you in the backside on the way out of New York.
