Drone killing ruled legal

If he could shoot it down with a shotgun (assuming non-slug loads) the drone had to be pretty low - low enough for a claim of spying, etc., to be entirely reasonable IMHO.

Careful what ammo is used, as people have been killed by bullets fired randomly into the air. Unfortunately, the terminal velocity of a pointed projectile is fast enough to kill, and even a 22 caliber can be lethal. Light birdshot should be less likely to cause serious damage on descent.

Maybe this creates a market for interceptor drones?

"Another resident with a teen-aged daughter in the area said that a camera-equipped drone hovered nearby while she was laying out beside the pool earlier this summer"
I think it's lying out. Laying is transitive; it takes an object, like laying an egg or laying out pieces to be assembled.

I've never played with drones, but I think I would have gotten into them if I were younger. This is the very first application I would have tried.

I agree with the decision, but I would use something less dangerous than a firearm to take it down. The first thing I'd try would be water from a hose. Then maybe a pellet gun, or a slingshot with pebbles. Or even a Frisbee.

I suggest that 400 feet above terrain should not be the maximum height for drones, but the minimum (without the owner's permission). And maybe some limit on their camera resolution so that they can't identify individuals in their backyards, which after all are supposed to be private.
