Perhaps. He was facing pressure and a possible challenge to his speaker position . I know a group pushing for impeachment of Obama. Maybe it's going forward and he wants no part of it.

Maybe the job he wants cannot be applied for from he now is.
Or, the job he wants has a time consuming application process.
