Only Trump could get away with calling that a simple plan. To overhaul the tax code without eliminating the IRS is to change nothing. It's just debating petty details. A lower rate for lower incomes is just pandering for votes. A national sales tax, only as a full replacement of the income tax, is the only viable solution and only as a step in the direction of a voluntary system.
