FAA confirms it is a manned aircraft. and that they have to be careful. (?) flies only on cloudless nights, dusk to dawn keeping residents awake.

update:
other articles show that it is a Cessna which is not a large plane. But that it is flying very low over the community and in the air seemingly 24 hours a day. The mayor is quoted as saying the plane should have to be grounded ever 8 hours for at least fuel. Regardless, the citizens have a right to know what that plane is doing over their city
