If the Constitution hadn't been torn to shreds it wouldn't be necessary. The founding fathers never dreamed that anyone would think the government should educate their children. But by all means, make the implicit explicit and put in an amendment. The same judges that find Obamacare Constitutional will find a way around it; they're good at ignoring explicit language.

Mark Levin and others are pushing for an Article V convention to amend the Constitution. Your first paragraph would be a great addition to the proposed changes.

Assuming current birth trends, this "cancer" will self-eliminate within 500 years, between white birth rates below replacement levels, and increasing biracial marriage. Given increasing global population movement, the dominant human "race" in 1,000 years will appear more Polynesian (ironic emphasis on the "poly") as dominant genetic influences come into play.

Wow, I always blamed the US Administration as the worst for the Nagasaki and Hiroshima nuclear holocaust, for even though this counts as war cassualties I believe that wars are conflicts between matching forces and well, in that case and many others the US has participated in this has not been the case.
