Don't you love it when experts in literature control automobile emissions rules?
What I hope is that the auto manufacturers that do cater to California just go out of business with these stupid cars. When the trucks that move all the California produce stop moving and their businesses stop operating because they can't go more than 30 miles without recharging, I'll just sit back and laugh.
Unfortunately, judging by observations made over the last few decades, they wouldn't use it preemptively.

I find it quite interesting that one of the biggest cheerleaders is Elon Musk who got 4.9 billion in subsidies and produces electric cars in California. Now as for emissions, how do man made emissions compare with all of those wildfires in California, releasing all of that heat and carbon? I wonder...

I think California is currently somewhere between 1 & 2% electric. The problem is these politicians think that electricity magically appears at the outlet in your home. It doesn't. Any significant increase in electric cars is going to tax California's generating capacity beyond its limits. So that's going to require more power plants. But it has been established that conventional, fossil fuel based plants generate more of the nasty greenhouse gases per mile than fossil fueled cars. So, to maintain their utopia, they'll need to start building hundreds of new nuclear power plants. And given the lead time for these babies, they should have started, oh say, 20 years ago.

Today, not so much. It's beginning to look to this observer like "will the last one out, turn out the lights, if the lights are even still on."
I always used to say: the more salubrious the climate, the crazier the politics. But now I think we're going to see a limit to just how crazy the politics can get, before people decide California is a nice place to visit, but you wouldn't want to live (and pay taxes) there.
