Wow, this is from New York. Not the place I would have picked to have people stand up to uncle Sam.

    but I still think if they want a diploma from the state, they'd have to take the tests?

    It does seem unusual for a place like NY. Of course the parents could opt out by not sending their kids to state indoctrination/baby sitting centers too.
