Uh, if something is "routinely" late, that is a result of management failure. End of story. Especially something of that magnitude of lateness. If it were up to me, I'd start firing people who permitted "routine delays".

I was about to start this post with "the government", but realize I hate the term. It's connotation can bring malaise to the most enthusiastic observer of the body politic. "Government" would be more general and a sense of justice is aroused at its honest utterance - because we know what a government should be. A government should not run late. What if paramedics were late to a crash? What if police or firefighters were late to an attempted arson? What if security was late to bank run on a Federal Reserve Bank? Aha, now that is inconceivable. Ever heard of the expression put your money where your mouth is? Routine delay is asking me for a loan to the government that no government should ask a citizen to loan. Tell the European Union that Greece is just experiencing a "routine delay"!
