The "mixed" verdict here really is nothing to be dismayed with. What the court ruled was that just because a city defied the Governor and paid money to illegals that the Governor couldn't force them into compliance by denying ALL the people in that city money. The court did hold, however, that the Governor was completely within his rights to withhold money from going to the cities which was being paid to illegal immigrants - the important part of the case.

Maybe there is some headway being made against moochers after all!
