I don't believe they should be able to receive NY cash from an ATM ... it leads to the potential for massive fraud and cash being used for drugs, strip joints etc.
The rules should be VERY restrictive. If you want fewer restrictions, earn your own money.

I lean toward giving them cash with no fees and few restrictions. There would be some waste, but there is some waste in a bureaucratic system trying to micromanage their lives.

    I agree, We have food banks in So. Calif. that have lots of food for the persons to get that show need. But the people are to proud to go get it. But have no problem of using the EBT Card to buy their groceries.

    Seriously cut gov't spending to a fraction of what it is and we won't need to give a third of our earnings to federal and state gov't at gunpoint.
