Personally it sounds like the government is grasping for straws for more money out of the Madoff Trial.

    "J.P. Morgan" pays 2 Billion. They are part of the "Fed" amalgam. The U.S. owes the "Fed" 16 Trillion.
    .0125 % cost of doing business. "Washington" appears to be "fighting" for the people...doing their job to protect us! J.P. Morgan "appears" to be properly "penalized".
    This is a simple business decision for the bank.
