It sounds similar to gun control laws which are obviously ignored by criminals.

I fully expect that there will be a "major breakthrough" in the talks today, or they "will be SO close" that they will extend the deadline another six months or so. In fact, all they're doing is re-arranging the deck chairs on the Titanic.
