You may be right, but I think there's a (c) as well, hide in plain site and (d) go underground. These people are full of hubris.

I think that most such illegal covert ops by official entities are willing to chance (a) being illegal or (b) being publicly dissed, but not both. The American concentration camps for Japanese citizens are examples of an official action that was illegal - but socially approved. If these police covert ops start to be outted and there is a roar of social disapproval (both liberals and conservatives will probably dislike these interrogation centers) then their other-city clones could easily wither away. Discretion being the finer part of valor, etc.

But there would have to be a public outcry.
