  Well, it kind of depends. When there was concern about the physical storage locations (banks) being overrun (by the Soviets) it was probably good policy to have those stores distributed in places less likely to be over-run. Now, the risk of that is lessened (it would seem) and the risk of the storage facility (the Fed) "borrowing" those reserves may have surpassed the risks of local loss.
