Bonuses should not be allowed in the government sector. If they are really doing a good job, they can go through the process to get a pay raise. Of course in this case they did a crappy job, but still. The concept of the bonus is to motivate employees to create more profits, therefore there is surplus to give out at the end of the year. Does not apply in government because there is never a surplus and if there is it should go back to the taxpayers.
