Government fails again, and they have to question why?

It's very simple, really. When you have bureaucrats trying to run a scientific endeavor, it is doomed to failure.

From the story: "... a toxic rift between NIH administrators and scientists at the 40 universities and hospitals conducting the study undermined the project."

    Governments will never succeed in the sense that private companies do. There is no force as strong as competition and there is no competition in government. Well, except for competing to see who can spend the most of other peoples money.
