When "recommendations" become mandates

The problem is that what first appears as a government (CDC) "recommendation" often, in finality, becomes a government mandate backed by the force of law (and criminalization of those who don't obey the law). A governmental "recommendation" to circumcise (or otherwise surgically alter) the genitalia of adults is bad enough. A governmental "recommendation" or mandate to circumcise minors is an irremediable violation of human rights. If the government can do this to babies and children, initially with the implication of criminality and finally by outright force, gas chambers are the next step in the violation of human rights.
