I believe the memoranda they reference is the method Obama is using. I don't think this means he didn't actually do anything on amnesty, only that he used a different method. The attorneys general are still suing. Interesting article in that it points out the real process they used.

Why should he? He's got a pliant opposition party falling all over themselves to do so for him. Romney suggested that the Repubs pass an amnesty bill asap and JB has sent an obligatory anti-amnesty bill up to the Senate after which he will cry, whine, and capitulate.

Makes perfect sense from the man who voted "present" so many times. Why take responsibility when you can let an agency flack take the heat?
