I was reading an article that mentioned this publication from the army that deals with civil unrest. I wander if these techniques will be used in Ferguson?

    The National Guard is federalized, and serves the state at the behest of POTUS. The minute POTUS, or a simple commander in the chain to POTUS says so, the National Guard is just the Army.

    John Warner National Defense Authorization Act for Fiscal Year 2007 (H.R. 5122), which was signed into law on October 17, 2006, amends Posse Comitatus.

    The President may employ the armed forces... to... restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition... the President determines that... domestic violence has occurred to such an extent that the constituted authorities of the State or possession are incapable of maintaining public order... or [to] suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy if such... a condition... so hinders the execution of the laws... that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law... or opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.

    ...wupps. I missed that one too, until I looked into your note about the restrictions of Posse Comitatus.

    This fear of terrorism has gone way too far!

    Whoever wrote this crap knows not very much about the Constitution, the military, actual crowd control experience, sniper experience, and the purpose of the military. It is stupid and scary at the same time. If these instructions are typical of the regime, we should all be afraid, not only because of it's intent, but because if this is an example of military procedure, we may be shot by a 2nd Looey misunderstanding an order.

    Shouldn't be the Army, should be the National Guard, which is actually a state police force under the governor when they aren't on loan to the Army. That said, to maintain compatibility, the NG usually trains to Army standards often using Army manuals, so while this was written as an Army manual for dealing with other places, it makes sense for it to apply with the NG in the US.

    We'll start with democracy by the media...enact gun and hate speech control...until the media notes that there is something wrong and they should report it...but are not allowed to, and...wuups... the media is the state, and democracy is no more.

    Pushing more control to the government to fix problems? This never happened before, right?

    I thought they should announce the Grand Jury reached their verdict and it will be announced on Monday. Then announce that it was a mistake and they haven't reached a decision yet. That way law enforcement can see how organized the protestors are.

    I'm afraid Ferguson is about to do a final Krakatoa. I know that cop shot that "myth of the gentle giant" (got that from Rush) in self defense after his face got pounded. Predict that will be the verdict.
    I also predict something very bad is definitely waiting to happen there as a result.
    It will have nothing to do with justice but with revenge for past wrongs.

    Yes. As j_IR1776wg pointed out it is open to interpretation as to when it would be used. Of coarse it will be for the public good.

    The only rationale would be that this is meant for the National Guard, not the national military. Posse Comitatus would prevent the national military from enforcing state laws, and I'm not sure that there are federal laws against rioting.

    Wow! They really set the stage from the very beginning - I quote: "Demonstrations, public disorder, and riots happen for a number of reasons. Some of these reasons are economic hardships, social injustices, ethnic differences"

    Seems like they are justifying any use of force inside CONUS based on just about anything.

    I agree. I have been wondering if they would be activated in Ferguson. Clearly there is going to be "civil unrest". In the event the grand jury does not bring charges protestors are going to be organized and violent. The response will be interesting.

    This reads like gov't bureaucrats writing the facts of dealing with protests in a dry gov't-manual style. I don't think it's part of a conspiracy.

    In 1.1, Tyranny is not mentioned as a cause of civil unrest and demonstrations.

    These techniques will be used on a selective basis. Collectivists like Occupy Wall Street will be treated with kid gloves and fed caviar while people demanding their Constitutional rights will be treated with Apache helicopters and fed 7.62 mm rounds.
