I know there was a move in Central America (country escapes me at the moment) to create a capitalist haven with special laws separate from the remainder of the country. It seemed like possibly something similar could be done to as a proof of concept show piece for the GG.

As for people calling others crazy...it's a way to control the dialog. I don't care what others think. In my observation, most people don't, by choice.
