I don't know about MSFT, but when I worked in software consulting for a software company in the early 80's, the phrase was used frequently (as humor) in internal meetings. There were also some "features" that cut both ways. At least in that environment, the developers were very honest about the pros and cons. Sales people in NYC? Not so much. There is no such thing as perfect security, like a lock on your door, someone can pick it. There are always a counter. The problem is not that our computers are somewhat vulnerable-it is that our governments are purposely exploiting these issues to infringe our rights and turn us into slaves. This is not a technological issue, it's a philosophical issue, in my opinion.
