    well, the Germans had the ME-262
    it still had to land somewhere....

    India
    harden your air bases with AA (prox fuse ammo), missiles in VLS canisters (like on you newest DDGs)
    long range, low flying cruise missiles (even ones like the V-1) will force Pakistan to use ammo they cannot get back quickly

    drop bomb-lets on their runways, forcing them to keep cleaning them.

    small AI drones that look for jets in restricted areas (you do not want them to target civilian jets)
