Unfortunately my sarcasm can be a little dry.
1) The "Bar" in "QE3Bar" is meant to be understood as the mathematical term, "QE3 Repeating".
2) "until the national economy stabilizes" was the excuse the government fascists in AS consistently used, and which Helicopter Ben also, in his own words, used.

US GOVERNMENT Bonds -- as distinguished from PRIVATE Bonds .
The distinction is often NOT made -- with deliberate intent to confuse many who are unfamiliar with Bond Markets .
