    This reminds me of RF spectrum management. We have one set of frequency allocations in effect in rural Alaska and downtown Chicago. I hope to see a system in place that when a wireless device travels to a rural place it can freely use more bandwidth but then must purchase the bandwidth from other users in a dense city.

    I think such a system is coming to spectrum management, but in other areas we continue butting heads instead of creating different systems for different places.
