If I run up to somebody on the street and spray a mystery concoction on them I understand that's basically assault. I could earn a knuckle sandwich if I do that, right? If some bastard ran up and sprayed one of my kids I'd get quite uncivilized.

No government should be trusted with the discretion to do anything. It never has the motivation to protect its citizens, but rather to protect and expand its reach into their lives and finance these expenditures with extortion.

Ultra violet light does break down unstable chemicals to separate components, however dispersing the aerosol in controlled environments, i.e.; subways, stores, hospitals, businesses, would accomplish the desired results with the least amount of required 'vaccine'.

I would think air disbursement would be very expensive, wasteful and ineffective. There are too many variables to accurately control overall coverage area, wind, wind speed, wind direction, atmospheric heat/cold, weather conditions, etc.
Now, if this were released in a mall, supermarket or sporting event, just as terrorist would do with poison gasses, it would be more effective, but still not a good delivery method.
