WHAT? AGENCIES HAVE NO RIGHTS WHATSOEVER. Agencies are the servants of the People and should act according to the constitution without any opinion bias in their actions. If the employees can't do that they should be FIRED and also investigated for crimes acting beyond limits to their powers in the constitution.

WHAT? Where does the Constitution give free speech rights to 'agencies' of the government?
