No, don't bother, he's a politician, so already has lots of experience with criminals and they passed that unconstitutional law.

Maybe the Judge cannot sentence these teens in a criminal court, but he/she would have the authority to have them examined for commitment to an asylum for the criminally insane! Sounds good to me.
