Does the video show an average intellect, politically informed, rational thinking voter?

Should such people be trusted to make rational decisions that can detrimentally affect millions of people?

Should there be a requirement proving a person's minimum level of understanding and ability to make rational decisions before allowing someone the voting privilege ?
