They create the problem (you can't question an election in which the left wins or you are a terrorist), this produces a reaction (protesting, rioting, civil war, etc.) which they can then react to (we need a digital ID that tracks everyone on the internet to find all these online terrorists that want freedom, then we can use the vax passports to keep them from traveling and use the programmable currency to turn off their bank accounts or keep them from buying anything more than 1 mile from their home).
