Such attacks on children are easily accomplished when at an age that they have not the ability to perceive the consequences of decisions on their lives. Knowing what sex you are is something that can be taught and knowing what you are capable of. If you are born a woman or a man and have 'sex' altering surgery it does not change the fact that every cell in your body still carries the chromosomes of the gender you were born as.
If you want to alter yourself as an adult and pretend you are something you are not that is a choice you have a right to make. Children should not be encouraged or trusted with such a decision.
I view doctors engaged in this kind of surgery as the Doctor Mengele's of the world. I would avoid any contact with them.

Sex is determined by types of chromosomes that cells have. Two or more x and no y chromosomes is defined as female. A mixture of x and y chromosomes is defined as male. Those determine how a body developers sexily and not necessarily psychologically with self consciousness of gender, the concept necessary to distinguish between the body's sex. That depends on how the self is developed, which depends on how the developing self processes bodily feelings and mental emotions. Some may even be imprinting at a very early age. My gay brother from early age worried about how to be a man. He could not do that all his life and social pressure ended in two suicide attempts, neither successful. He finally gave up and became comfortable as a gay Christian man (many tolerant churches in LA) with his partner of 48 years. He is now dying of cancer in California and can't even hold a phone and his partner helps him with it when he is allowed in the hospital with expensive covid tests being necessary. Like for everyone else, human variability works as it always does until forcibly interfered with.
During world war 2 I recall having a doll that looked like Tojo, my dad was not a bigot like his parents, and didn't turn into a copy of them.

It is a ridiculous statement for that person to make. Children simply are of one sex or the other from birth (barring certain rare, freak cases of hermaphroditism), and there is no "choice" about it.

Since I used to live in California none of this surprises me. For many years the political leadership (Gov. Brown especially) has been oddly, excessively interested in children's naughty bits and how they go potty.
