    Yes. Things that we may or may not be able to provide aren't rights. If we say you have the "right" to happiness, it cheapens the word if we fail to provide it. The same thing happens if we say you have a "right" to healthcare. If for some reason we can't afford to buy it or fail to buy it, it makes it seem like other rights are just a wish list.
