    The military has in the past, as a strategic matter, used bullets and calibers that do less damage to a combatant because the thinking is that if you wound rather than kill it takes two people out of the theatre one that is wounded and one to carry the wounded out. As a general rule (there are a few exceptions) hollow points are not as accurate and cost more than round nosed FMJ bullets, so this smells on so many levels.
